Should active record and active support be in the gemspec?

Hey -- we're updating from annotate to annotaterb and because of some non-standard stuff it's causing a problem in our tests because the old annotate gem has activerecord as a dependency in our gemfile, and annotaterb does not, even though it requires activesupport and activerecord.

Do you think that the gemspec for annotaterb should include activerecord and activesupport since this gem does use them directly?
