Stop supporting and testing the Windows OS

Our test suite for Windows lags behind Linux. IMO we need not support Windows anymore. DDEV is now the official dev platform and it provides Linux Docker containers. Alternatively one can use the WSL subsystem.

Also Windows is just about never used on Drupal projects outside of local dev.
