drush locale:check ignores --no-ansi option

Describe the bug If I run drush locale:check with the --no-ansi option, I still get colored output.

To Reproduce Run either of these:

• drush locale:check --no-ansi
• drush locale:check --no-ansi > tmp.txt 2>&1

Expected behavior No color on the console for the first. No color codes in the file for the second.

Actual behavior Color on the console for the first. Color codes in the file for the second.

Workaround Not sure.
