How to re-arrange Billing Address fields in Drupal commerce

Platform details: Drupal Version: 9.3.4 Commerce: 8.x-2.28 Address: 8.x-1.10

Address fields order not working correctly when selecting the Kazakhstan country while for the other Country its working fine. See the issue in the attached file.

Please help me to move First Name & Last Name just below the Country field.

Working as Expected: United-Kingdom-Address

Not Working as expected: Kazakhstan-Address
