Added option to create and use local scrolls in ENV['APPSCROLLS_DIR']

'rake new' creates new scrolls in ENV['APPSCROLLS_DIR'] if specified appscrolls.rb reads local scrolls in ENV['APPSCROLLS_DIR'] default scroll of the same names as local scrolls are discarded
