I think this is the one of the files in the ISA-Creator distribution, right @SarahKit? Therefore we can redistribute it reasonably freely.

Apparently Travis CI only support Precise, 12.04, and Trusty, 14.04. Should we have separate a separate issue for that?

Solutions that would improve the matter: 1. The Java program could override the system locale and just write everything in utf-8. 2. Warn when saving if the encoding isn't utf-8....
