Highlight relevant section after clicking summary tiles at the top of project profile

clicking these summary buttons scrolls down to the relevant section. It'd be better if it scrolled and highlighted the relevant section.

• [ ] For the highlight, you can use primary border color and primary-level-1 for the background color. And it should fade after 2 seconds.
• [ ] Also the summaries need standard hover states (high elevation on hover, remove on click).
