Make transactions gasless

We should sponsor the big transactions that contribute towards our goals:

• Create Drip List
• Claim Project

I think we should also sponsor some smaller transactions that are anyway cheap and unlikely to be triggered a lot:

• Edit project metadata
• Edit project splits
• Edit Drip List

For all of these, we need to introduce some kind of rate limit in order to prevent a DOS vulnerability.
