Update Estonia's main VAT rate to 24%

Per https://marosavat.com/estonia-increase-vat-rate-2025/ - this WILL apply from July 1st 2025.

They also mention an increase per January 1st of the accomodations services (9 to 13%) and books (5 to 9%). I am not sure what the low rate refers to here so I left it alone, but anyway this should be changed in another PR if it needs changing, as this is already effective, and this PR should be held until July 1st.

Great thanks @Seldaek! If you could remind me on the 1st of July then I'll merge the PR and tag a new release. Or @spaze can do it if he has the bandwidth?

As for the other rates: happy to receive a PR with anything that needs changing 👍

Most probably I'll be able to do it on July 1 @driesvints. I'm adding a reminder to the calendar to check like a week before to agree who will do it so that we all just don't wait for the other party to do it and then nobody merges it 😅
