Some games get few/no gold ticks

I'm not really sure where this bug lives, but sometimes we go to generate a box score image and there are 0 or 1/2 gold ticks for a game.

At various points I've become convinced that this is the result of bad API data (ie no live snapshots) but I'm also starting to think that it could be that I'm throwing out snapshots as duplicates inappropriately. Anyway, need to work this out.
