What is required to open the project?

When I try to open the project, using Visual Studio 2017, I receive the following error message:

StyleSnooper.csproj : error : Project file is incomplete. Expected imports are missing.

Unfortunately it doesn't say which expected imports are missing, so I'm unable to resolve the problem myself.

Can you tell me what I need to open the project?

I suspect the project won't open in VS2017. Can you use VS2019?
