Unable to extract IPTC/EXIF info from .mp4

The attached video file has a title and keywords set via Windows Explorer. Those values show correctly in Windows Explorer. However I can't seem to access them with the metadata extractor library.

I ran exiftool on the .mp4 and it does correctly show the two properties I set in Windows Explorer. It doesn't show the property values I set in Lightroom, so I suspect that's just Lightroom storing in its own DB instead of back to the file so I removed Lightroom-related stuff from the bug description.
