The (likely) source of this problem was fixed in https://github.com/transitland/feed-registry/pull/402/file @trilliumtransit is working on fixing the incorrect countries and states.

It will be possible to handle most cases of "stop merging" with the simpler solution happening under https://github.com/transitland/transitland-datastore/issues/1152
