Outlined text fields will show both the label, as well as a placeholder if the `noLabel` prop is used. It appears that the `renderNotchedOutline` method doesn't check for `noLabel` https://github.com/material-components/material-components-web-react/blob/master/packages/text-field/index.tsx#L412
