Add non-IANA registry example

there should be one example where a spec establishes its own registry "platform", instead of using the popular pattern of establishing an IANA-managed registry. i am not quite sure that such a spec would even pass, but maybe there is one? any pointers would be greatly appreciated!

Could Microformats be considered a registry? HTML5's list of link types and namespaces are most definitely registries of sorts, no?

yes they are, but none of these are IETF specs. ideally, i'd like to find an IETF spec that establishes some kind of registry, just to stay within the realm of IETF specs.
