Add a Windows 7 theme please

I would personally like WinVista's theme but Win7 will suffice.

Windows 7 themes and features are not planned at this time. RetroBar is intended to emulate the pre-Windows 7 taskbar, and other utilities can be used to theme the Windows 10 (and 11 when the new taskbar is disabled) taskbar to look like Windows 7.

Update: I am not currently working on Windows 7 themes for RetroBar, however, I recognize that there have been many requests for this. If I do begin working on it, I will post an update here.

Until that time, I would like to remind the community that we do accept pull requests, and I am very open to accepting a PR that adds this (as long as it meets our quality bar, of course)!
