Select the "Modern XP Black" theme in your RetroBar properties.
Fix v1.1: Change tray splitter color, remove tooltip
Maj v2.0: Added Vertical/Locked/Tall taskbars, added show desktop button icon, and fixed the language display

You're either purposefully misinterpreting what they mean or just didn't read the original post. The reason these settings are unsupported is because the skin wasn't created with those specific features in mind because the OP never uses them, so it will look janky with a vertical/unlocked taskbar. Has nothing to do with RetroBar itself or its development.
Though, I have to say, you seem to be simply taking any opportunity you can to take swipes at the development team for some grievances you have. It's a free, open source piece of software. If you don't like the pace at which updates are made, that's your opinion, but it is not a justification for an all-out assault on people just working on a project in their spare time with no financial incentives. Just move on with your life...
assaults for stating its being ignored from many requests ? because theres no payment ? since when its a shareware ? & since when proposing an update should force ppl to empty their pockets ?

if colors could be replaced in the apps settings, what ur mentioning in ur first pâragraph wouldnt be an issue, WISIE..
this isnt a place to make software money weirdo, but to help ppl with specifically proposed apps. there r appropriate places to propose sharewares. as if ignoring a major option should be a reason to complain about a pecuniary aspect for that option.. with people like u it becomes clearer & even more, who's the one assaulting for an elementary option being ignored several times ?..

it's just that the request's been posted several times without action & often without reply, so i thought i was being just ignored.
it's hard to do it myself cause i never know what color references in that file affect ........ . "C:\Users\Admin\AppData\Local\Programs\RetroBar\Themes\Windows Vista Aero.xalm"
what i'd like is this theme but in that color for the darker part at the bottom: #084051
and the top part, slightly lighter than that ocean like blue. & the blue that appears when i click on a taskbar icon should remain the same.. but all black colors should go.

Yes i asked, maybe i asked too much to change the main black color with the given one above..
so i'll try the two last questions before going to play with tones of random colors in that file myself, which are given in:

Where in that file above can i find the two colors below:
