It represents the cross on which Andrew the Apostle was crucified. The design is a red saltire resembling two crossed, roughly-pruned, branches on a white field.
Googling photos of actual instances in the wild (mostly flags) have the stubs pointing outwards on both sides (not opposite directions). Sometimes all one direction for the entire length of each full length bend, sometimes outwards from the centre on all four branches.
