Implementing Liquify Tool

Liquify tool would be a great addition. Artists coming from Photoshop specially, seem to like this tool a lot.

Given that it is computationally heavy, it'd be better for it to be done on a pseudo layer and pasted in after the tool is deselected or confirmed.

The tool could also affect multiple layers at once.
