"Error creating hsnips directory in WSL2 when using 'open snippets file' command in extension"

1. Install the extension.
2. Change the setting.sjson file to include the following line: "hsnips.hsnipsPath": "~/.config/hsnips/"
3. Press ctrl shift p to open the command palette and select open snippets file.
4. Nothing happens.
5. View the extension details and encounter an error message that reads ENOENT: no such file or directory, mkdir '/home/user/workspace/~/.config/hsnips/'.
