Feature request: Move the UI element for defining tax handling per item

It is to be expected that setting the handling of taxes to a per document/per item basis should be decided before entering items so it should be moved to the header area.

No, I am not convinced. Having it in the header sec is as wrong as having it at the footer ;-)

Maybe there should be a general "doc options" area, with the tax setting, maybe the language and such.
