Icon fallback doesn't seem to work for some icons

I've installed the icon pack and I have lots of missing icons in KDE. In /usr/share/Dracula/index.theme I see that it inherits from Papirus-Dark (among others). If I select Papirus-Dark icon theme though, I have no missing icons. Why doesn't the inheritance work? First screenshot with Dracula, Second screenshot with Papirus-Dark grafik grafik
