Add support for purging an admin (Revoke user and admin privileges)

An administrator currently has to be removed twice to fully purge their access. We should allow support for an admin to be fully purged via a flag. This will require a specialized message type and requires drGrove/mtls-server#26 to be implemented prior to support being added.
