Clear cookies exeptions are not saved

Exceptions to the privacy.clearOnShutdown.cookies rule are cleared on every shutdown. Even going to the page info and adding the cookie permission is reset after a shutdown. It appears though the permissions.sqlite file is being reset every shutdown, or at least not respecting the cookie permission.
