Move `possiblyOutlives` to FusionKit

As stated in title. possiblyOutlives is technically not a required diagnostic, but right now it's included in Fusion because it's considered to be important for developer experience.

Ideally, using debugging hooks (#351) this can be lifted out of Fusion into external developer tools in a way that still allows the diagnostic to be injected at runtime if required.
