Add support for OBFS4 bridges.

As far as I understand, this container currently doesn't have obfs4proxy package installed. Could it be added to make Tor be able to connect to such bridges?

Temporary implemented it in my image(registry.gitlab.com/skobkin/torproxy-obfs4) based on dperson/torproxy.
