Placefile Cleanup

A few items were not completed as part of the initial Placefile implementation:

• [ ] Support placefiles with entries over the antimeridian
• [ ] Disabled/removed placefiles should not populate images in the texture atlas
• [ ] Fix texture sizing artifacts
• [ ] Refresh placefiles only when enabled on at least one map
