Fix Radar Site Locations

Some radar sites are a short distance away from the location published on https://en.m.wikipedia.org/wiki/NEXRAD, including KFCX. Precise locations should be confirmed and fixed. Google Maps or other mapping services should not be used as a sole source of position conformation.
