cordova as a peer dependency?

Followup to https://github.com/apache/cordova-cli/issues/357#issuecomment-440677778: I think cordova should be in peerDependencies since it should already be installed by the user.

Valid point, since even if they have phonegap or ionic CLI installed, both of those will pull in cordova
