You're right. The reason is sort of the tyranny of the default (GitHub already fills in the title) and some kind of modesty: I thought that at least it shows that I used the web interface and not a git client as I'm just a translator.
My next pull requests in this repository will use better titles, thank you for your remark.
Here's a pro tip you can set another title for your PR. I'll demonstrate with my PR for Spanish:

On the header there's a edit button

Just click it and set a title

Once happy with the new title click save
Give it a try! Also it doesn't really matter the tool as long as the contribution is helpful...
