Solver adds abilities even after progress reaches 100%

Expected Behaviour

After progress reaches 100% or more, no more abilities are added to the macro

Actual Behaviour

Solver added three abilities after progress reached 100%. This also includes a Great Strides with no quality ability afterwards

Steps To Reproduce

It's possible that it was incorrectly calculating progress and thought it needed those actions. The formulas have been updated today, so please check again.

The solver has a significant random element to it, so there may occasionally be "junk" actions in the sequence. Continuing to run the solver on that sequence should eventually find something better.
