I think about a baudrate issue or something like that. Since you're on pi4 are you sure the workaround is pi3-miniuart-bt ? Maybe it's pi4, I have to check

Could you try dtoverlay=pi3-disable-bt ?

You could also find some help on HA communauty since there's same problem for people who use razberry board (zwave gpio board)
