View Members Handbook from the app (without a google account)

In order to better support DU members without google accounts, the Members Handbook should be viewable from the app without being logged into google.

This can probably be done by making a "published link" for the handbook and putting it in the app via an environment variable (so the link is not viewable in the app code, which for security reasons we don't want to do, since it is DU policy for the handbook to be internal-only so we don't need to worry about whether info in it could be used by non-members to enter the space)
