File Copy/Move dialog controls focus issue

Description
Both File Copy and File Move dialogs have broken focus issues.
Steps to reproduce:
- Invoke file copy or file move command (usually by hitting F5 or F6)
- A dialog appears. Path is fully selected and "Start" button is the default button.
- Press tab. Focus shifts to "Options" button, Path is deselected
- Press Shift+Tab. As long as the Tab key is held down, focus shifts back to the "Start" button and path in the Edit control is selected. As soon as the Tab key is released, focus shifts back to the Options button, and path is deselected.
The only way to shift focus back to the Edit control is to click it with the mouse.
Expected behavior: Pressing Shift+Tab should revert back what the Tab key does: Path in the Edit control should be fully selected and default button should be "Start". One thing to notice is that using the Tab key to shift focus forward doesn't work: as soon as the Edit control gets focus, the focus is immediately moved to the "Options" button.
This is annoying as sometimes, during rapid switching between applications using Alt+Tab, somehow Focus shifts to the "Options" button and the only way to complete the operation is to use the mouse, which requires moving one hand away from the keyboard.
