Add TSAoptions
Description
Added tsaoptions.json based on aspire PR.
@mmitche can you please see if this is in accordance to the discussions of the above mentioned PR? Also, is there a way to confirm if the required compliance alerts are flowing in?

(I know very little about yml/pipelines, just pointing out that Matt asked me to add that)
We have policheck parameter in place here. Not sure if the above change is needed specifically. Also, wanted to understand if these changes are explicitly needed or are they good to have? as discussed in the previous thread, sdl requirements at the moment are fulfilled by sdl-tsa-vars.config.
@mmitche @danmoseley, we are not seeing any Policheck bugs being logged in WPF for the past 90 days. Will they be configured with this change? Is there a change in how Policheck bugs will be logged?
Requesting any guidance regarding this. Will we have to get this PR merged and/or include the changes here.
