Unit and Integration Tests for high DPI changes

Problem description:

This issue is created to track missing unit and integration tests for the high DPI changes we will be doing in .NET 6.0 release. We would need add support for test infra structure that help add unit tests validating DPI messages and scaling of controls based on the DPI of monitor.

All the PRS that may require high DPI tests will be linked to this issue.
