No recent release of dotnet-svcutil or dotnet-svcutil.xmlserializer

We have many defects that have been fixed since the most recent release of both of these tools (2022 and 2021 respectively). Can we please get an actual released version cut?

That said, this will get you many of the bug fixes:

dotnet tool install --global dotnet-svcutil --version 2.2.0-preview1.23462.5
