Spark on windows -> latest versions of Spark no longer work on windows

Spark 3.1.3 works on windows but newer versions do not.

I get a uri format error as described in this issue: https://stackoverflow.com/questions/71075534/spark-shell-error-on-windows-illegal-character-in-path-at-index-32

There have been two releases since Spark 3.1.3 both have this issue. Hopefully this team has access to Spark devs can ask them to address this issue. And add some simple tests for spark on windows. (edited changed 3.0.3 -> 3.1.3)
