Expected Behavior:

Configuration file is located at %LOCALAPPDATA%/JosefPihrt/Roslynator/.roslynatorconfig. Location of %LOCALAPPDATA% depends on the operating system:

The configuration file at the extension directory is not meant to be edited by users.

Users should use file located at %LOCALAPPDATA%/JosefPihrt/Roslynator/.roslynatorconfig.
