Provide a Way to Keep GlobalSuppressions.cs Clean

When coding, suppressing issues, and subsequently refactoring code, numerous suppressions may become obsolete. Presently, the sole method to eliminate these "dead" suppressions is through manual intervention. It would be advantageous to implement a mechanism for automatically removing these obsolete suppressions from the file. This could be achieved either by introducing a dedicated menu item for cleaning the file or by incorporating this functionality into the existing CTRL-K-D keystroke, which is commonly used for formatting code files.
