Don't Show GlobalSuppressions.cs When Supressing Issue

This issue has been moved from a ticket on Developer Community.

When suppressing an issue, afterward the GlobalSuppressions.cs is shown. I am guessing so we can add a reason. I've never seen any comments in these files so this is just a nucence. Please make this an option setting or prompt us to add a reason.
