This does not appear to be used anymore in our builds and is making license scanning difficult.

I have zero context here, I was just commenting on the issue to prevent an overzealous community contribution from blindly updating the license.

If this is causing problems, but is still needed, perhaps it could be moved to roslyn-tools?
