`devenv` still open after Integration tests run

I've noticed that even in successful builds devenv is still open after the Integration tests run. Thankfully I noticed this because it was capturing a dump, so we should be well positioned to investigate.

Here's an example build which suffers this, though I believe any recent CI build should demonstrate the behavior.
