Run Integration Tests on PRs against VS Main

Currently we run our PR tests against VS PublicPreview, but this can cause problems because the versions included in and required by the different versions aren't always the same.

@ryanbrandenburg: Based on our discussion in yesterday's sprint meeting, I'm moving this to the 17.5 Planning milestone. It's possible that Roslyn might be pushing for infrastructure to ingest VS Main builds, which would make this possible. Until then, I think we're blocked.
