TSLint is depricated

As of February 2019 TSLint is depricated in favor of ESLint. As of January 1 2020 they only accept PRs for security issues and crashes, and as of December 1 2020 no PRs will be accepted.

Given this I think we should make the move to ESLint (or some other alternative) at least before December 1st.

TSLint is used by the aspnetcore-tooling repo, and possibly elsewhere.
