Do you still repro this issue now? I can’t repro this issue in VS2022 (17.9.6) by creating a new ASP.NET Core Web App (Razor Pages). Details see below screenshots. Did I miss some steps? Could you try to delete .vs/.bin/.obj folder and reload this project? Can you provide more relevant code snippets?
It would be better if you can provide a demo project which can repro this problem.
