Update Hot Reload package version to 10.0.100

Pushed some commits that I'd hoped would help. We cannot have multiple package sources.

The latest available version of the package adds source files that have nullability warnings. I've tried various workarounds (via .editorconfig and MSBuild item updates) but they didn't seem to make a difference.

Have asked internally if there's a strategy for this. Are we expecting a newer version of the package to be made available at one of our upstream feeds?
