Launch profiles dialog: ability to reorder the profiles

[severity:It bothers me. A fix would be nice] Currently, the Launch Profiles dialog (“Open debug launch profiles UI” in project properties) does not have any functionality to reorder the items.

Consider adding such a feature.

@kvenkatrajan @tmeschter I believe we currently show the order as provided in launchSettings.json. Would we consider modifying launchSettings.json ordering instead of saving as a VS setting?
