Framework reference override properties don't update until closing and reopening solution

Create a .NET 5 console app. I am using .NET SDK 5.0.302.

Set the TFM to target Windows to pull in the Windows targeting package: <TargetFramework>net5.0-windows10.0.19041.0</TargetFramework>

Override the version by setting the property, for example <WindowsSdkPackageVersion>10.0.19041.17</WindowsSdkPackageVersion>

You will see that the Microsoft.Windows.SDK.NET.Ref Version is updated, however the version of the binaries (Microsoft.Windows.SDK.NET, WinRT.Runtime) are not updated in the UI.
I need to close and reopen the solution for these versions to be updated.
