NGen fails for x64 resource assemblies

Our VSIX specifies that resource assemblies should be NGened for all architectures, but the resource assemblies for MSBuild.exe are arch-specific just like MSBuild.exe itself. They should be specified for only the right arch to avoid spurious install errors.

Fit and finish: this only causes silent errors during installation with no noticeable effect. Doesn't meet the current bar.
